Constitution of the region of South Pacific.
We the residents of South Pacific, to keep order and peace in this longstanding community, hereby establish this legislation as the supreme law of the region. It shall outlive the reign of all Delegates to come; let the Constitution of South Pacific be a permanent guide to all present and future residents. Only by the consent of the voter shall this be rendered null and void.
Article One: Office of The Delegate
Section 1: All powers to change and control South Pacific shall be vested in the elected Delegate of South Pacific, and shall act as Sovereign Overseer of the region.
Section 2: The Delegate shall have the power to eject and ban any nation that is perceived to threaten the security or cause general upset to the region. No nation from any invader or raiding region shall be allowed into South Pacific.
Section 3: The Delegate is allowed to set a regional password, but only in times of dire emergency. The Delegate is not allowed to set a password to simply protect their own interests. South Pacific is open to all nations* (see Article 2).
Section 4: A Delegate can only come to power via fair and open elections or by default. Any other means of attaining power shall be considered illegal, and the soon-to-be Delegate's votes will automatically be considered illegitimate. Only residents of South Pacific may vote, and the Delegate is not allowed to create multiple accounts in order to sway the votes in their favor. Any attempt to do so will be considered fraud, and the puppets will be banned and ejected.
Section 5: The Delegate cannot suppress posts on the Regional Message Board. Only posts considered spam/recruitment, obscene or outright offensive may be suppressed.
Section 6: The Delegacy shall run for six months. After that the Delegate can choose to run again as many times as he/she pleases.
Section 7: The Delegate has the right to open and manage embassies with any region in the world, and has the right to enter in alliance with foreign regions. However the Delegate also has the right to cut ties with or suppress the posts of any member of a foreign region that threatens the sovereignty of South Pacific.
Article Two: Executive Ministries
The Executive Ministries are responsible for carrying out the tasks, and responsibilities passed down from the WA Delegate.
Section 1: The Vice Delegate will act as the Chief of Staff, and serve as the middle communicator between the WA Delegate, and the Cabinet Ministers.
Section 2: The Ministry of Foreign Affairs is responsible for handling all FA matters. The WA Delegate is charged with creating, or modifying the standing orders for the Ministry, appointing a Minister to oversee the responsibilities of the Ministry, and setting up an agenda for the Ministry.
Section 3: The World Assembly Ministry handles all WA matters, and advises the Delegate on WA matters. The WA Delegate is charged with creating, or modifying the standing orders for the Ministry, appointing a Minister to oversee the responsibilities of the Ministry, and setting up an agenda for the Ministry.
Section 4: The Customs Ministry is responsible for overseeing the Endorsement cap in the region, citizenship, and ensuring the welfare of the citizens in the region. The WA Delegate is charged with creating, or modifying the standing orders for the Ministry, appointing a Minister to oversee the responsibilities of the Ministry, and setting up an agenda for the Ministry.
Article Three: South Pacific Property
This Article sets a policy for the Discord, and the forum.
Section 1: The Discord, the forum, and South Pacific Information Center official property of South Pacific.
Section 2: The forum staff will be made up 2 Administrators, 2 Moderators, and the WA Delegate. The staff will ensure that the transition of elected Delegates, and Minister's are smoothly completed.

Section 4: The nation will be passed down by each WA Delegate.
Article Four: Regional Crisis
Article Four sets up provisions, and protections in the region.
Section 1: If the WA Delegate Ctes, or leaves the region, the Vice Delegate assumes the office of Delegate. If there is less than two months of the term, the acting Delegate will finish out the term. If there is more than two months remaining, there will be a special election.
Section 2: This section hereby creates the Emergency Electoral Council. The Council is made up of former elected, and legal WA Delegate's. Their primary purpose is to,
-Take over the Delegacy if the Vice Delegate is not available, rogue, or feel they are incompetent to hold the office.
-The Electoral Council may appoint a temporary Delegate for no longer than 45 days. During the 45 day period, they must host an election for a new Delegate.
-The Emergency Electoral Council will be headed by the most senior, and active member.
-They do not have to hold a Regional Officer position. This is a title granted to them by the constitution.
-The Committee may vote to add other former Delegates after this list is finalized.
-The Emergency Electoral Council is made up of Densaner, Lingang, The Lepearchauns, and Dorig.
Article Five: Resident's Rights
Section 1: All resident nations are allowed to manage themselves however they see fit. No regulations shall be imposed on the player to change the way they wish to operate their own nations.
Section 2: All residents have the right to participate in elections and polls. The Delegate has no power to restrict any nation from doing so, and if attempted the residents have the right to remove the Delegate from power.
Section 3: All nations, if not hailing from an invader region, have the right to stay in or leave South Pacific. The Delegate has no power to restrict them from doing so.
Section 4: The residents have the right to add laws to this Constitution through fair polls. And alternatively they shall have the right to remove this article from legitimacy through a fair poll. Residents also have the right to alter, remove, or add new laws to this Constitution through fair elections.

If you are the Delegate, some strong words of advice for you. DO NOT ABUSE YOUR POWER.
For the better enjoyment of each resident of South Pacific, the abusing of Delegate power shall not be tolerated. To ban and eject nations based on your own interests is wrong and illegal. The banhammer shall only be used if a particular nation/group of nations in South Pacific show signs of being a raider, or are a serious threat otherwise to the security of South Pacific. The residents have the right to remove the Delegate from power when Banhammer Abuse is observed.Let these laws forever be etched into the South Pacific. Like the mighty palm, the storm may bend us, but we never break.
